Director - Municipal Bond Credit Analysis Job

Responsibilities:
The successful candidate for this position will lead a team that will monitor credit risk within a portfolio consisting mainly of U.S. municipal bonds. Core responsibilities include oversight of internal credit assessment, monitoring of public agency ratings, performing fundamental credit analysis, leading ongoing surveillance of issuers in the portfolio and working closely with portfolio managers, consultants and internal teams that oversee investment strategies. The candidate will also advise on other credit relationships American Express may have with municipalities and related counterparties.

This team is part of a central rating group that conducts in-depth credit analysis on corporations, financial institutions and other institutional obligors and issuers that have large risk exposures with American Express.

Required Qualifications:
The candidate must have strong experience working with municipal bonds and in public finance at a large financial institution. The candidate should also have a good understanding of public finance security structures, fundamental analysis techniques, GASB and FASB rules, governmental functions and laws, public agency rating methodologies/definitions and specialized not-for-profit market sectors. A good understanding of credit assessment techniques with respect to various types of bonds (including general obligation, revenue bonds, etc.) is required. As this position is a voting member of an internal credit approval committee, the candidate should have experience approving credits and credit ratings.

The candidate should have a minimum of ten years of credit analytical experience in equity and fixed income securities or corporate credit facilities with at least five years of experience working with municipal bonds and/or public finance. A graduate degree with an emphasis in finance and a Chartered Financial Analyst (CFA) designation is preferred.
